Summary

Morocco is a regional leader in climate action, recognized for its ambitious commitments, especially in renewable energy, with a strong focus on solar power. However, the country faces severe climate vulnerabilities, particularly in water scarcity, which threatens its agriculture-dependent economy. Projections indicate increasing drought and declining crop yields, exacerbating socio-economic challenges such as unemployment and rural-urban disparities. Despite these risks, Morocco remains committed to climate resilience and a low-carbon transition through ambitious policies and international cooperation.

 

On emissions reduction, the NDC introduced an ambitious target of redcucing 45.5% of GHGs before 2030 compared with a business-as-usual scenario, which is on track with the 1.5 degrees goal. Despite its low contribution to the overall GHG emissions and taking into consideration its unique national context and capacities, Morocco with international support, should commit to a coal phase-out from the power mix.

 

On gender mainstreaming, the NDC recognizes women as a vulnerable group to the climate crisis and was developed in a gender-sensitive manner. However, stronger action can be taken to further mainstream women inclusion as stakeholders and decision-makers.

 

On youth inclusion, Morocco has various formal avenues and training programs for youth to contribute to the climate agenda. However the NDC fails to recognize youth as key stakeholders in climate action and mention how the youth perspectives were considered in the NDC.

Key Recommendations

Although Morocco in recent years progressively made efforts to include gender-sensitive considerations in its measures directed to emit less GHG, its efforts cannot be implemented efficiently without gender justice. Here are the recommendations for gender mainstreaming in the NDCs:

For Gender Mainstreaming

  • Examine the specific interrelationships between climate change, gender relations and power dynamics and their role in each environmental degrading region in the country
  • Create intersectional approach with specific gender targets in both adaptation and mitigation targets in the upcoming NDCs

For Youth Inclusion

  • Mainstreaming youths’ unique experiences and challenges, perspectives and needs throughout the upcoming NDC
  • Establishing through an intersectional approach, youth focal points in each city of the country, especially in the main environmental degrading target areas, for their key involvement in the development process of the upcoming NDC
  • Explicitly positioning youths as key beneficiaries of climate action efforts
